各位建築、測量、規劃及園境界的專業會員:

很多建、測、規、園的公務員朋友很坦誠地向我反映,他們不想見到香港發展遭沒完沒了的「拉布」阻礙。我曾經擔任公務員超過12年,作為過來人,我很明白,也理解他們的無奈。

面對資源短缺,再加上「拉布」令不少工程及項目被擱置或拖延,令你及你的同事工作量百上加斤。

我現特別來函,告知各位,這個問題一直縈繞在我心中。我在2012至2016當立法會議員時,一直致力為我們界別各相關部門爭取更多資源。即使我去年作為智庫「思籌知路」創辦人及 貴會的榮譽顧問時,也有安排我們的專業同事與公務員事務局、發展局與運輸及房屋局會面,反映你們一直面對的問題。

立法會的政治爭拗及拉布不但毫無建樹,更令無數的基建、房屋及一眾重要設施的發展項目停滯不前。工程的延誤及工作量未能依計劃安排,導致超支,令公務員捱轟。現況令人十分沮喪 ! 我們要一位真正懂得行內的需要的專業代表,作為代表業界的立法會議員,為業界發聲及爭取權益,共同建設美好的香港。因此我提出以下一些政綱,希望得到大家的支持:

  1. 政府增撥18億元經常性開支,增加建、測、規、園部門職位及資源,減輕沉重工作量、改善設施和工作環境。
  2. 統一不同部門審批準則,完善及縮短審批程序。
  3. 重建夾屋,協助中產專業人士上樓,優化多元住屋階梯,調升資助房屋與私樓比例至7:3,增加整體房屋供應。
  4. 庫房水浸,促請政府提供子女課外活動津貼,以助兒童愉快成長。
  5. 父母、夫妻及21歲以下子女醫療保險可獲免稅,但必須設定上限金額

若我能在今次補選中勝出,定當竭盡所能,為擔當公務員的同業爭取福祉。團結就是力量,我們一定要向前邁進!

謝偉銓謹啟 ( 候選人編號G-1 )[:en]Dear Members of the Architectural, Surveying, Planning and Landscape professions,

Many of my friends who are civil servants in the Architectural, Surveying, Planning and Landscape fields told me very frankly that they no longer want to see the development of Hong Kong being dragged by the endless filibustering. Having been a civil servant for over 12 years in my career, I can fully understand the concerns and share their frustrations.

You and your colleagues have been enduring the heavy workload due to shortage of resources. The hardship has been further compounded by the abortive work resulted from filibustering.

I am writing to assure you that this issue is always on my mind. When I was in the LegCo from 2012 to 2016, I had continually strived to get more resources for your respective departments. As Founder of the Hong Kong Seek Road think tank and Honorary Advisor of your associations, I arranged meetings throughout last year among our professional colleagues in the Civil Service, Development and Transport and Housing Bureaux to point out the problems that you have been facing.

The political arguments and filibustering in LegCo are extremely counter-productive. They have stalled numerous development projects of infrastructure, housing and essential facilities. Besides, delays, derangement to work programmes and uneven distribution of quantum of work also led to cost overruns – for which Civil Servants were often blamed. The present situation is highly disappointing. We need a person who has both professional qualification and hands on experience in this industry to represent you in the LegCo for speaking the industry’s cause, and for building a better Hong Kong together. Therefore, I hope to have your support to my following election platform:

  1. Urge Government to allocate an additional $1.8 billion recurrent expenditure to address the manpower shortage and for improving the work environment in departments concerning the Architectural, Surveying, Planning and Landscape professions.
  2. Urge Government to align the assessment criteria among different departments to streamline the vetting process.
  3. Re-initiate Sandwich Class Housing schemes to help the middle-class professionals’ home purchases; enhance the housing ladders and raise the ratio of subsidized housing to private housing to 7: 3 while increasing the overall housing supplies.
  4. Urge Government to provide, out of its overflowing coffers, subsidies for students’ extra-curricular activities for their wholesome upbringing.
  5. Provide tax exemption for personal medical insurance expenditures. The scope should include the parents, spouses and children under the age of 21, subject to prescribed ceilings of eligibility.

I need your support in the By-election and will try my utmost efforts and deploy my experience in the industry to fight for the welfare of professional colleagues in the Civil Service. Together with Hong Kong as a whole and United, we shall Move On !

We should reject a layman and opportunist who has no professional qualification in the industry to be our representative in the LegCo. Please vote for me, the real professional candidate on 3.11.
