給建築師的信

您好。

香港的建築在國際享負盛名，有賴業界內每一位建築師一直秉持不懈的專業精神和對建築的熱忱。沒有建築師的付出，也沒有今天香港建築的輝煌。

我過去在業界擔任不同崗位，曾與不少建築師及其他專業人士共同合作，深明建築設計對人及對社會的重要性。我致力推動建築業，為不同層面的建築師謀求發展機會。

香港今日的成就得來不易，近年「拉布」及爭拗文化，令香港停滯不前，實在令人痛心，若再多一位知法犯法、違法僭建、霸佔官地、毫無誠信、沒有專業資格的業界代表進入議會，將會對建測規園專業地位造成極壞的影響，甚至牽起一些歪理，說業界議員不用為我們專業發展發聲，而且那是工會做的事，情況將越見惡化，不利業界及香港發展。

我希望能團結業界，並積極參考了業界的意見，寫成政綱，以下是主要的一些簡介：

  1. 城市地區發展應以設計主導，以人為本，重用建測規園專業，增添香港城市和建築特色。
  2. 要求政府檢討現行聘用專業顧問制度，避免過分著重資歷，應重視設計水平和創意。
  3. 為非政府機構建造項目設立墊支基金，加快支付相關專業費用。
  4. 舉辦更多政府項目設計比賽，增加年青專業人士參與機會、並容許得獎人士參與興建，培育青年才俊。
  5. 優化多元住屋階梯，重建夾屋，協助中產專業人士上樓；調升資助房屋與私樓比例至7:3，同時增加供應。
  6. 每年工務工程和專業顧問服務開支3成讓中小企參與，並為專業人員爭取合理薪金及工時。
  7. 促請政府更積極開拓新市場，包括讓香港年青專業及中小企參與更多大灣區內建築項目。
  8. 資助中小企應用創新科技，推動節能減排，共建智慧綠色城市。
  9. 庫房水浸，促請政府提供子女課外活動津貼，以助兒童愉快成長。
  10. 父母、夫妻、及21歲以下子女醫療保險可獲免稅，但設定上限金額。

請不吝賜教，我期待聆聽您的訴求或意見。團結就是力量，若我能得到建築師的支持，重返立法會，定當集合建測規園的專業力量，成立智囊團，監察政府施政，為業界為香港謀求福祉，令香港能邁步向前—Move On！

各位建築師，目前界別嚴峻的局勢已擺在眼前，我們必須團結，共同捍衛專業，勿讓外行人騎劫議會代表的位置，請於3月11日以行動支持我謝偉銓，真正的專業代表。

 [:en]Dear Architect colleagues,

Hello !

Hong Kong's architecture is world renowned, thanks to all our Architects for the professionalism which they upheld persistently and their passion for architecture. Without their contributions, Hong Kong would not have attained its brilliant achievements of today.

I have worked closely with Architects and other professionals in different posts of my career in the past decades. I fully understand the importance of architectural design to individuals as well as to society as a whole. I will vigorously promote the architectural profession, and seek more development opportunities for Architects at different levels.

Hong Kong has earned its success in a hard way. Unfortunately, social and economic development have ground to a halt in the past year in view of incessant political controversies and filibustering. It would be disastrous if we were to have one more individual who deliberately and blatantly committed unauthorized building works and occupation of Government land, and lacking any integrity and professional qualification to be our representative in LegCo. It might even invoke impressions that the LegCo representative of the Functional Constituency has no need to speak up for the development of our professions, for arbitrary reasons that it is the job of trade unions. State of affairs would plainly become worse and detrimental to the industry and Hong Kong as a whole.

I hope to unite the professions and have listened to views of members in the industry in drawing up my election platform. The main points are set out below:

  1. Local area development should be design led and people oriented. Vigorous use should be made of the expertise of the ASPL professions to enhance the characteristics of Hong Kong and its architecture.
  2. Urge Government to review the current system of hiring professional consultants. More weight should be given to the bidder's creativeness and design merits than qualifications.
  3. Set up a Prepayment Fund to help NGO projects in paying for incurred professional services expeditiously.
  4. To organise more design competitions for Government projects to provide more opportunities for young professionals to participate. The winners should be allowed to participate in the implementation, so as to nurture younger talents.
  5. To enhance the multiple housing ladders and re-initiate sandwich class housing schemes to help middle-class professionals' home purchase. The ratio of subsidized housing to private housing should be raised to 7: 3 while increasing the supply.
  6. 30% of all public works projects and consultancies should be set aside annually to facilitate SMEs to participate. Reasonable pay and working hours are justified for the professionals.
  7. Urged Government to pro-actively develop new markets, including engaging young professionals and SMEs to participate in more building projects in the Big Bay Area.
  8. To subsidize SMEs to apply innovative technologies, promote energy conservation and emission reduction to build a smart, green city together.
  9. Urge Government to provide, out of its overflowing coffers, subsidies for students’ extra-curricular activities for their wholesome upbringing.
  10. Personal medical insurance expenditures should be tax exempted. The scope should also include the parents, spouses and children under the age of 21, subject to a prescribed ceiling.

If you have any other views, please do let me know. Unity bestows strength. If I can have your support and were elected to be LegCo member, I will definitely convene the experts of the 4 professions together and set up a think-tank to monitor Government’s work and to strive for the welfare of the industry and Hong Kong. Together, we will help Hong Kong to Move On !

Fellow Architects, a crisis is imminent at the doorstep of this constituency. We must unite to defend our professions together. We must not accept our seat in the LegCo be hijacked by a layman.
