您好！

香港這700多萬人口的大都會，城市規劃在發展中擔當了很重要的角色。規劃師的工作十分繁重，我與大家擁有共同的夢想，香港是我家，要改善香港的環境，使其成為可持續發展及宜居的城市，但如何把理想變為現實存在很大的挑戰，專業知識和專業操守亦缺一不可。

我本身是專業測量師，在過往數十年間曾在不同工作崗位上，與城市規劃師及其他專業人士一起工作，共同為推動香港的發展而努力。

香港今日的成就得來不易， 眼見近年社會上紛爭不已， 社會民生各項發展停滯不前，香港逐漸被其他地區超越，實在令人十分痛心和憂慮。我今天站出來，是希望團結業界，以專業知識建設香港，監察政府，促使香港邁步向前 – Move On !

我積極參考了業界的意見寫成競選的政綱。以下是主要的簡介:

  1. 新發展應以設計主導，以人為本，重用建測規園專業，增添香港城市規劃和建築特色
  2. 跟進政府如何落實HK2030+所需的具體措施，以達至可持績發展、智慧、環保、具抗逆力的宜居城市
  3. 政府增撥18億元經常性開支，紓緩建測規園部門人手緊絀，及改善設施及工作環境
  4. 每年工務工程和專業顧問服務開支3成，讓中小企參與，協助中小企成長及拓展新市場，並為專業人員爭取合理薪金及工時
  5. 資助中小企應用創新科技，推動節能減排，共建智慧綠色城市
  6. 舉辦更多政府工程設計比賽，提供合理設計費，由得獎人落實興建，以培育年青才俊參與建設香港
  7. 重建夾屋，優化多元住屋階梯，協助中產專業人士上樓; 調升資助房屋與私樓比例至7:3，同時增加整體房屋供應。
  8. 因應庫房水浸，促請政府提供子女課外活動津貼，以助兒童愉快成長。
  9. 父母、夫妻、及21歲以下子女醫療保險可獲免稅，但設定上限金額。

我期待聽取您的訴求及意見。如我當選，將竭盡所能在議會內為業界發聲，為香港的發展獻策及鞭策政府改善其施政，謹希望得到您的支持。

業界目前的形勢嚴峻，我們必須團結，共同捍衛專業，勿讓外行人騎劫議會代表的位置，懇請以行動支持我謝偉銓，在3月11日出來投票給我，真正有專業資格的候選人。

Hello !

Town Planning has played a pivotal role in the development of this megalopolis of Hong Kong with over 7 million population. I understand that Town Planners' work is always extremely heavy. As Hong Kong is our home, I share the same visions about the future of this city with you all. We wish to enhance the living environment and make Hong Kong green and liveable.  However, it is highly challenging in trying to make the visions come true. This must be underpinned by both real professional expertise and integrity.

As a professional Surveyor myself, I have worked closely with Town Planners and other professionals in various workplaces in the past decades. We worked side by side in promoting the development of Hong Kong.

Hong Kong earned its success in a hard way. However, social and economic development have ground to a halt in the past year in view of incessant political controversies. As Hong Kong is thus being overtaken by other cities and regions, we are greatly disappointed and concerned. I therefore come forward in the upcoming LegCo by-election, with a view to unite the ASPL professions again. Together we will build Hong Kong with our professional knowledge, monitor Government’s administration, and help Hong Kong rise from the trough and Move On !

I have incorporated the opinions collected from professionals of the industry in drawing up my election platform. A brief account is as shown below :

  1. Place more emphasis on quality and people-oriented designs in developing the New Developments Areas. Entrust more to the expertise of the Architectural, Surveying, Planning and Landscape professions, to augment Hong Kong’s cityscape with befitting architecture
  2. Follow up with Government on the policies and strategies on how the proposals in HK2030+ would be implemented to make Hong Kong Sustainable, Smart, Green and Resilient.
  3. Urge Government to allocate an additional $ 1.8 billion recurrent expenditure to ease the manpower shortage in departments concerning the Architectural, Surveying, Planning and Landscape professions.
  4. Set aside 30% of all public works projects and consultancies annually to facilitate SMEs to participate. They need such assistance for growth and for developing new markets. Reasonable pay and working hours are justified for the professionals.
  5. Subsidise SMEs to apply innovative technologies, promote energy conservation and emission reduction and to build a smart, green city together
  6. Urge Government to organize more design competitions for its projects, with a reasonable design fee for participants. Implementation of the works should be awarded to the winners, so that more young talents can be nurtured and actually take part in shaping Hong Kong.
  7. Re-initiate Sandwich Class Housing schemes and enhance the diversified housing ladder to help the middle-class professionals’ home purchases. Upgrade the ratio of subsidized housing to private housing to 7: 3 while increasing the overall housing supply.
  8. Urge Government to provide, out of its overflowing coffers, subsidies for students' extra-curricular activities for their wholesome upbringing.
  9. Provide tax exemption for personal medical insurance expenditures. The scope should include the parents, spouses and children under the age of 21, subject to prescribed ceilings of eligibility.

If you have any other views, please do let me know. I would put in my best to speak up for the professions, make contributions on ways to promote Hong Kong’s development and monitor Government’s performance. I sincerely appeal to your support to empower me to do so.

A crisis is looming at the doorstep of this constituency. We must unite to defend our professions together. We must not accept our seat in the LegCo be hijacked by a layman. Please stand up on 3.11 to vote for me, the truly professionally qualified candidate.
